Glossary of Terms

Like all specialized areas, HIV Prevention is peppered with words, acronyms and phrases that might seem like a foreign language to those unfamiliar with this area. Indeed, I suppose it is a foreign language. This glossary is divided into categories to hopefully make navigating through the confusion of acronyms and terms a bit easier.

AIDS Service Organization(s) — The NH ASOs are listed below
ACoRN
AIDS Community Resource Network — An AIDS Service Organization located in Vermont, serving the Lebanon/Hanover area of the state.
ARS
AIDS Response, Seacoast — An AIDS Service Organization located in Portsmouth, NH, serving the seacoast area.
ASMR
AIDS Services of the Monadnock Region — An AIDS Service Organization located in Keene, NH, serving the western part of the state.

CHI
Community Health Institute — Located in Bow, NH, is currently the CPG logistical and capacity building grantee.

CTS(s)
Counseling and Testing Sites(s) — Currently, there are 21 Counseling and Testing Sites in NH funded with federal HIV prevention funds.

DAPR
Division of Alcohol & Drug Abuse Prevention & Recovery (formerly known as BSAS)
DASH
Division of Adolescent and School Health — A division of CDC focusing on youth and early adolescents, funding state Departments of Education for HIV prevention initiatives.
DIS
Disease Investigation Specialists
DHHS
Department of Health & Human Services — also referred to as Office of Community and Public Health (OCPH)
E
EAT
Ecumenical AIDS Task Force — An organization based in the Derry/Manchester area providing support and Buddies for people living with HIV/AIDS.
EMA
Eligible Metropolitan Area — Usually referred to as the Boston EMA, consists of three southern NH counties: Rockingham, Stratham and Hillsboro. These counties are eligible for Ryan White Title I funding.
Epidemiology
The study of epidemics and epidemic diseases such as HIV and TB; in prevention planning, this epidemiologic information indicates which populations, age groups and ethnic groups are impacted by HIV.
Epi Profile
A collection of epidemiologic information specific to a given area. NH's epi profile is the basis for the priorities set forth in the Comprehensive Plan.

FY(SFY)
Fiscal Year (State Fiscal Year) — for purposes of HIV prevention funding runs from July 1st through June 30th, beginning six months ahead of the calendar year. (For example: July 1, 2001 thru June 30, 2002 is considered FY02)
G
GC
Gonorrhea — A bacterial infection most often transmitted sexually.
GMAP
Greater Manchester AIDS Project — A partner agency of the Merrimack Valley Assistance Project, located in and serving the Greater Manchester area. (Formerly, the NH AIDS Foundation)
GMFA
Gay Men Fight AIDS — A community-based organization offering HIV prevention to NH MSM, including the LifeGuard Program.
Grantee
Person or group receiving funds from an outside source. It refers to the agencies in the state contracted to provide HIV prevention. The State is also a grantee — of the federal government as it receives federal funds for a multitude of programs.
Guidance
The CDC document that gives information and rules for receiving funds for HIV prevention programs and defines the process of HIV Prevention Community Planning.
H
HBV
Hepatitis B — A viral infection transmitted through blood exposure and sexual exposure, causing damage to the liver. Often a co-infection with HIV.
M
MMB
Mission, Membership, Bylaws Workgroup — A committee of the CPG responsible for reviewing and updating the Group's Mission Statement and Charter. Also responsible for overseeing membership of the CPG.
NHMHC
New Hampshire Minority Health Coalition — Located in Manchester, NH.
MHD
Manchester Health Department — serving the Greater Manchester area.

Participatory
The process of identifying needs and making decisions through the broad-based Planning involvement of a wide range of viewpoints, wherein differences in background, perspective and experience are essential and valued.

PI(s)
Protease Inhibitors — a family of drugs being used in the treatment of HIV disease.
Planning Process
Specific steps taken and methods used to gather information, interpret it and produce a plan for rational decision-making.

PLWA/PWA
Person/People Living with AIDS ~ Person/People with AIDS
Primary HIV Prevention
Interventions and education that are intended to help people stop behaviors that may lead to becoming infected with HIV; may include condom education, counseling to reduce the number of sex partners, HIV antibody counseling & testing, or needle exchange programs and drug abuse counseling.
Process Evaluation
Documentation that a particular prevention intervention has been carried out in the prescribed manner.
Program Plan
The HIV prevention plan developed by the STD/HIV Program, based on the priority populations and interventions set forth in the Comprehensive Plan.
R
Rapid Testing
HIV Antibody testing that takes approximately ten minutes to produce positive or negative HIV antibody results. One tests is currently FDA approved and several others are in the approval process. Rapid testing is designed to be used as a preliminary screening test.
Representation
The assurance that those who are representing a specific community truly reflect that community's values, norms, and behaviors; and that impacted communities or stakeholders are represented.
RFP/RFA
Request for Proposals/Request for Applications — The primary vehicle for determining how HIV prevention funds are disseminated to agencies and qualified individuals.

Secondary Data
Existing data or information that is gathered and used such as STD data, HIV testing data, YRBS, census data, local community health-related data, etc.
